General Summary:

The Right of Way Specialist II position will work to ensure legal compliance of all proposed ReadiTech Engineering Outside Plant Construction projects by securing land rights, permits, and licenses in a timely, accurate, and cost-effective manner.


Essential Job Functions:

  • Identify property owners
  • Use mapping software to understand what property will be affected
  • Negotiate acquisition of property rights
  • Establish a positive relationship with property owners
  • Explain exactly what each project entails, then answer any questions an affected property owner may have
  • Research the property’s value before making the owner an offer if the property rights are being bought or leased
  • Create, acquire, and file easements as required
  • Secure permits and licenses for all projects
  • Ensure all projects are compliant with local and state laws
  • Determine which permits and licenses are needed through coordination with local officials, inspectors, and assessors; then organize and deliver all the required documents for obtaining such permits
  • Mitigate damages to any properties affected by ongoing construction by receiving and processing claims from property owners
  • Draw upon their knowledge of the property before and during the project to assess the legitimacy of damage claims and offer settlements
  • Have a strong work ethic and be a self-starter, able to effectively manage multiple priorities and adapt to change within a fast-paced environment.
  • Will be required to understand and follow company established standard drafting procedures for file structure and standard drawing procedures for projects
  • Become familiar with the plans and specifications, maps, and related material for each project and be able to utilize the information appropriately
  • Utilize Microsoft Office software as well as other software and equipment to prepare and revise technical drawings using company established standard procedures
  • Read and interpret construction plans to provide client management and effectively communicate by answering inquiries from coworkers, contractors, clients, or the public
  • Utilize effective written and oral communication
  • Lead, mentor and direct others
  • Have a strong work ethic and be a self-starter, able to effectively manage multiple priorities and adapt to change within a fast-paced environment
  • Must have a valid driver’s license and be able to operate motorized vehicles
  • Perform other duties and responsibilities as required to fulfill job function or as assigned

Knowledge, Skills, and Abilities:

  • Knowledge of company policies, procedures, products and services.
  • Knowledge of company safety policies and procedures.
  • Knowledge and understanding of aerial, underground, copper, fiber and substructure design
  • Knowledge and understanding of telephone industry standards, local telecom practices and procedures, local city, state, and government rules and regulations
  • Knowledge and experience in Telecommunications Outside Plant Construction projects
  • Skill in Microsoft Office program, OSP record data base applications
  • Ability to facilitate field visits and meetings with customers, developers, and government agencies
  • Ability to exercise independent thinking, creativity, and initiative
  • Ability to work independently and mentor, lead and direct others on this project
  • Demonstrate ability to communicate well with a positive & friendly manner both orally and in writing
  • Demonstrate the ability to accept responsibility for and work under occasional stressful situations with frequent interruptions
  • Demonstrate desire to learn new skills as technologies change
  • Demonstrate the ability to multi-task
  • Be a qualified Notary Public in each state where right of way will need to be acquired
  • Must have the legal knowledge to acquire everything from land rights to permits by being able to understand the different types of legal documentation needed to begin a construction or maintenance project in their region
  • Must be able to perform enough map reading to be adept at interpreting maps, blueprints, and property records to ensure that they are securing the appropriate rights and permits for a project
  • Must be able to do long stints of research in local courthouses or online databases to determine the property ownership and to secure records
  • Proper document management is required due to the large number of documents and processes at all stages of each project, so the Right of Way Specialist must be a highly organized and efficient coordinator
  • Must possess the analytical ability to complete complex problems may arise during projects, such as conflicting interests between property owners and utility companies. Right of Way Specialist will analyze alternative approaches and offer solutions that are agreeable to all involved
  • Must have good communication skills to negotiate with property owners for the acquisition of land rights and tactfully settle claims if there is property damage during projects

Education and Experience:

  • Bachelor’s degree in business, real estate, or a related field, Associate’s degree in related field and/or two (2) years of related work experience in right of way acquisition is preferred
  • Office suite software (including Microsoft Word, Excel, and Outlook)
  • Computer aided design software (such as AutoCAD)
  • Map creation software (a Geographic Information System like ArcGIS)
  • Web-based mapping platforms (these include Google Earth, Mapbox)
